I'm missing the big picture.  I don't use merge requests.  I just do a git 

What are the advantagesof a merge request if the submitter has write access?

Is there a way to setup things not actually accept merges or pushes until 
they pass the build tests?  (at least by default)

These are my opinions.  I hate spam.
