ntpd 1PPS binding considered awful

That can't be right.  How could you ever have an autonomous Stratum 1 if
that's true?  There has to be some way to say "trust this Stratum 0".

And that's another problem.  Supposing we really need other sources in the
config, how are we going to tell time newbies to select them?  Not practical.
