Change of stance, no more waiting on the NTP Foundaton

Hi!

For reasons, henceforth we longer wait on the NTP Foundation to release.
We will release when we release, and then if necessary we can do a security
point release immediately after they release.

I understand that this can cause problems for distro packagers.  However,
distro packagers are used to fast security post-release point releases , as
they do it themselves.  Also, we are not yet in any of the major distros,
so it's not a problem for us.
