Hal,

It was me who dropped the ball - really just got distracted by other
issues.  So thank you for your response and insight.

It turns out that you were spot on - tos minclock 4 minsane 3 - and I'm
trying to use only two 'local masters'.  For proof of concept I changed one
of my 'client system' configs tos minclock 2 minsane 1.  Now it syncs up
and I get a *.    (I'm going to guess that that 'tos minclock' line has
been in the config for a long time, but because I wanted to be nice to the
network I dropped from 4 servers to 2 and never saw it coming.)

I will have to read up and consider the larger ramifications of only having
two 'internal masters', but right now I can get out of the woods by
deploying the 2/1 config.  Since almost all of my systems are on the same
physical subnet, and since the two masters are critical systems for other
reasons, I think I'll at least get by for a while.

One last question:  What does it take to define a POOL?  Is it just a DNS
name that resolves to more than one IP, or is there something more?
