Question about internal 'private' servers

Yes.  The server part is simple.  If the client is working, it can pass on 
the time at a stratum of one more than the server with the *.

[I think with a little work in the config file, you could make a server 
only or client only.]

Probably.

There is an endless debate about how many servers you need.

With 3 servers, 2 can outvote a busted one.  But that's 3 working servers.
If you are using 4 servers, you still have 3 when 1 is down.
With 3 servers, you don't know which one to use if one is down.

With minsane 3, you need 3 working servers.
With 2 local masters, you need another server.
