3.22 is release version.  3.22.1~dev is current dev version

3.19 predates Python 3.9.  I believe Python 3.9 fixes were added
after 3.19.

I can't help with systemd.  You seem to have the  problem without systemd.
So we can ignore that mess.

ntploggps.py is not runable.  It is meant to undergo marco substitution
first.  The file to run is ntploggps.

In violation of FHS.  Unless installed from a apckage.

Looks like you need to update your gpsd.
