NTP with only GPS/PPS flags PPS as falseticker

No, if I allow mindist to assume its default value (1 ms), the problem - 
GPS being marked as falseticker - returns. A mindist of 50 ms (or 250 
ms) prevents it.

Do you think that there is still some underlying problem that we haven't 
yet identified?
