I used to that, but it has bad effects on startup.

ntpd tends to add servers and refclocks in the order found in the
ntp.conf.  SHM1 is prolly your best source, so good to have at the
top.

SHM0 is probably your worst source, but it will be the second one added.
It will likely differ a lot from SHM1, thus prevent them both from
being used until more servers are added so the clusters can be
determined.

Put the SHM0 last, and your ntpd will converge faaster on startup.

So best to rank your sources, in order from best to worst in the file.

If you care about startup speed.  Others say never restart...
