hardpps pll offset numbers

Hello,

When using Linux's hardpps kernel feature, we see a zero pll offset in 
`/usr/bin/ntpq -c kerninfo`.
`ntpq -pn` shows a small offset, though.
Why shouldn't these values be the same?

Please explain.
