I do not see a reply on list; I will now bleat pointlessly.

Updating PIVOT.h is not as far as I can tell mentioned anywhere in
the release process documentation. Yes, PIVOT.h probably should be
updated. I had a scheme for when to update the pivot time; It does
not matter what it was.
