USNO number in DC does not answer when I tried it just now.
USNO number in CO does answer.

The tycho.usno.navy.mil site is down and it seems to have been temporarily replaced by https://www.usno.navy.mil/USNO/time/telephone-time (there's a note that tycho may return in Fall 2020).
