-4 and -6 should work with nts

Hmm, I've got issues.  Would be nice if ntpmon showed the IPv4/ipv6
status.

I added this to kong.rellim.com:

server pi3.rellim.com nts -4 maxpoll 5
server pi3.rellim.com nts -6 maxpoll 5

Then ntpmon shows me this:

 pi3.rellim.com    .NTS.       16 8    -  512    0   0.0000   0.0000   0.0001
+pi3.rellim.com    .PPS.        1 u   13   32   77   0.3787   0.0050   0.0219

I'm not sure which is IPv4 or IPv6.

Logging still munged:

2019-03-21T12:03:29 ntpd[7503]: NTSs: TCP accept-ed from [2001:470:e815:0:c3:e3c8::%1982248032]:53564

It gets worse.  Before using the -4/-6, pi3 could NTS connect to kong,
but kong cannot NTS connect to pi3.

Kong and backup can mutually NTS connect.

FYI, I have 4 NTS-KE/NTPD pairs open to the public now:

backup.rellim.com         xeon/Meinberg Stratum 1
kong/rellim.com           xeon Stratum 2
pi3.rellim.com            RasPi 3/HAT Startutm 1
spidey.rellim.com         i7 Stratum 2

TLS 1.2 only, TCP port 123.  They will go up and down frequently.
