I don't understand.  There are two parts to NTS-KE.  One runs on the same box 
as the NTP client and the other runs on the same box as the NTP server.  
Classic client-server stuff

What am I missing?

Actually, the "same box" parts could run on separate boxes but the common case 
will be the same box.
