docs/includes/ntpleapfetch-body.adoc says:

   Command to restart ntpd after installing a new file. Without such a
-  command. ntpd checks the file daily.

We shouldn't need to restart ntpd.  kill(all) -HUP will check for a new leap 
file (and other things)

I use killall if the pid isn't handy.  It may not be available on a minimal 
system.
