ntpleapfetch broken on FreeBSD 11.2 or NetBSD 8.0

Sorry.  I meant never worked on FreeBSD/NetBSD.

It's only after bin_check got added to waf check that it gets regularly tested.

Don't we have  a BSD machine in the testing collection on gitlab?  Doesn't the every-checkin stuff do a waf check?  Why didn't this get noticed sooner?  ...
