Initial test coverage report

I had a look through libntp/ and tests/libntp/ today.

Of the 35 files that are relevant for testing

* 4 are AFAICT fully tested

* 11 have partial tests

* 20 do not even have a test file

There is undoubtedly some error in these figures as the test directory 
has some files in it that do not match up with anything in libntp/. Also 
at least one test file is misnamed.

I will go through these and check / patch everything to be where it 
should be, then start filling out the existing test files, etc.
