Willingness implies thought.  A lot of UNIX code is from a time
before history.  Only the oldest of old necromancers even know this
stuff exists, much less how to fix it.

Even when Yacc (Bison) was new and cool, only a few nerds knew what to
do with it.

In a perfect world someone rewrites ntp_parser.tab.c in a modern
language.
