Welcome.  You are in the right place.

First learn what we already have.  The RasPi + GPS is a good start.

Once you have that working, and see how it works for you, I'm sure
several areas of improvement will be obvious to you.

Pay particular attention to the setup/installation instructions.  We
have all looked at them for far too long, and no longer see what
might be unclear to the first timer.  Any notes you have would be
useful to us.
