There is quite a bit along those lines in devel/hacking.txt.  Maybe we should 
add a note in INSTALL to point there.

I think it would help to split things into chunks.  The main split is build vs 
run.  The secondary splits are roughly:
  run
    ntpd and maybe ntpwait
    ntpq and friends
    ntpviz
  build
    ntpd and friends
    ntpq and friends
    doc

Do those splits look reasonable?

ntpwait is currently in python.  I'd like to see us be prepared to run on embedded systems without python.
