No, it needs the python-curses package.  I've opened https://gitlab.com/NTPsec/ntpsec/issues/527 to track this.

I'd like to see the software list (not the package list) added to .../INSTALL so that users on platforms not yet supported by .../buildprep can get a hint on what software is needed.
