Name of path for installed libraries: ntp or ntpsec

Sadly, the recent patch broke that.

They now go here, which viloates the FHS:

/usr/lib/python2.7/site-packages/ntp/util.py

But otherwise, I agree, I'd rather see site-packages/ntpsec
