Timestamp in build

The timestamp compiled into ntpd and shown in the ntpq variables output
has a different timezone depending on conditions that I can't determine:

Raspbian(jessie):
version="ntpd ntpsec-0.9.7+1468 2017-10-02T08:25:48-0500"

Linaro(stretch)
version="ntpd ntpsec-0.9.7+1468 2017-10-02T13:25:48Z"

The git show command on both machines uses the "-0500" time zone
designation, so that's not where the difference comes from.
