Yo Trevor!

I have a problem with your MR 422 which just got pushed live.  Concerning,
but fixable.

For some reason gitlab will no longer let me in to that MR page...

The reason gpstolfp.c was in libparse instead of libntp is because
libparse it optional and libntp is not optional.  Many people build
ntpd with no refclocks, and now they will have to carry all this
extra code that is unused.

I see two solutions:

1. move it back to libparse, so it is again optional.

2. add a lot of #ifdefs to the new code in libntp so compilation
   is optional.
