I was expecting that some config files would have a list of packages to keep 
up to date and where to get them.  Then when Raspbian fixed things to that 
rpi-update was no longer needed, they would update one of those config files 
and it would get updated via the normal procedures and after that, the boot 
files would be kept up to date.
