Achim's suggestion (which isn't this) is still on the table.  If I
hadn't been rather ill and had to spend what energy I have squashing
bad ideas, I'd have evaluated it more closely by now.

*This* suggestion is not horrible from a design point of view, but it
has sharp elbows.  You shouldn't bulk up /etc when you don't have to;
people ls it fairly often when they're looking for stuff and it's bad
form to increase their friction costs.

Thus, apache2 and Achim's idea in effect put per-application directories
like these under a directory owned by the package - /etc/ntp.d in our case.
