Request for design critique - configuration directories

The file suffixes for designating which program interprets the snippet
are my addition.  The idea I got from apache was leaving the inactive snippet
content in the directory.  Mark tells me the distribution packagers like
this kind of config organization because it makes their scripts simpler.
