Stratum-1 HOWTO tickless confusion

The Stratum-1 HOWTO needlessly confuses tickless operation with the
opposite: "An optimization that is convenient to apply at this point is
telling the kernel to run tickless[…]". The standard kernel is running
tickless by default and switches off the scheduling tick when all CPU
become idle. The kernel option "nohz=off" is not telling the kernel to
run tickless, instead it will instruct the kernel to run the scheduler
tick even on an otherwise idle system.
As a side remark, I think it would be much better if ntpd just set up
it's own timer if it expects a regular tick. Similar changes should
probably be applied to the hardPPS code in the kernel (which currently
doesn't compile on tickless kernels). If hardPPS would work on tickless
kernels then the need for regular ticks waking up ntpd might perhaps
even vanish.
