DCF77 driver seems to be broken

Hmm.  The last commit that I thought was good loses the reachability at
an alarmingly high rate and at times when there shouldn't be any clock
events, so I think I need to keep bisecting it down again.  That will
take a while since I have to run each commit for at least fifteen
minutes.
