Actually, EPOCH doesn't impact users, not any differently than __DATE__
did.  EPOCH only impacts repository managers.  And yes, they could use
guidance, packaging guidance is here:

    devel/packaging.txt

None of that changed with EPOCH.  Eric said he is looking into the
pivot problem, he'll tell us when he is ready.
