ntpq cv xxx gives you lots of info for a refclock.  (get the xxx from apeers)
It doesn't include minpoll/maxpoll, but that could be fixed.
I think TESTFRAME will be a synthetic run environment.  But unless we run 
long enough, the min/max poll won't be visible.  But we could fix that by 
poking with ntpq while collecting the data.
