ntpq broken on NetBSD 6.1.5

Maybe.  But I don't think there is a separate dev package on NetBSD.

There is a Python.h.
It works on 7.0.2 and I didn't install anything extra there.

I'm slightly surprised the linker didn't complain.  Is there a search path to 
find things like that if they aren't resolved at link time?
