Gentoo has been slowly moving from adns to c-ares. For example
wireshark on Gentoo no longer uses adns, but uses c-ares.

Gentoo curl also uses c-ares. I could not find any Gentoo packages
that still use adns, it used to be common.

There is confusion in that Gentoo co-opted the 'adns' keyword form
libadns to c-ares.

c-ares is MIT licensed and is here:

"C89 compatibility, MIT licensed, builds for and runs on POSIX,
Windows, Netware, Android and many more operating systems."
