Because multicast wasn't well thought out and never widely implemented in a 
way that worked well.

The fundamental problem is how much of the net do you want your packet to 
cover, and/or who specifies that?  If a client gets to specify how-far, it's 
easy for a single packet to put an immense load on the net, including all the 
already overloaded last-mile links.
