Note it said "Python NTP library".  That is the one it can not find.

Mine, on Gentoo, are here:

/usr/local/lib64/python2.7/site-packages/ntp
/usr/local/lib64/python3.4/site-packages/ntp

What is your PYTHONPATH?  And where are your 'site-packages'?
