What's the relation between GitLab/issues and devel/TODO?

The bugtracker will usually be the best place, now that we have one.
devel/TODO may still be a better place for internal feature requests
and "it would be nice" notes that don't rise to the level of bugs.

Please add these to the bugtracker.  For PR reasons, if you know that
a bug is inherited from Classic, so mark it.  I think that's true
of the first, perhaps not of the second.
