I can confirm that when I toggle off ipv6 support on my CentOS 7.1 VM:
[root at cent7-debug ~]# echo 1 > /proc/sys/net/ipv6/conf/all/disable_ipv6
[root at cent7-debug ~]# echo 1 > /proc/sys/net/ipv6/conf/default/disable_ipv6
The ntpq peers query works.
