Another black mark for FreeBSD.  Trivial on gentoo.

Or other software from ISC.  bind never been a problem before, for anyone.

I'm not sure how mutated the NTPsec copy of libisc is.  Maybe NTPsec
can use you installed copy, or maybe the NTPsec copy needs to be
renamed.

Medium term plan for NTPsec is to get rid of that included part of
libisc.
