Migrate away from deprecated Code Quality template

As per
https://docs.gitlab.com/ci/testing/code_quality/#use-the-built-in-code-quality-cicd-template-deprecated,
the built-in Code Quality is deprecated and has stopped working.

Instead we use specific scanners explicitly via CI/CD, starting with
cppcheck and ruff.
