I know not much about that area.

Is waf throwing away the PYTHONPATH?  Or replacing it?  It has to do 
something to use the newly built libraries.

I would hack the failing code to print PYTHONPATH before it tries to load 
the gpsd library.

Or better, we should fix all the can't-load code to print the python 
search path.  It might as well print PYTHONPATH too.
