There is nothing magic about NMEA.  It will also work with other GPS 
devices.

It should work with a network server.  I haven't tested that.

The advantage of using the GPS device is that ntpd will disable PPS 
processing if/when the GPS device fades out.  This is interesting because 
most/many low cost GPS receivers keep putting out their PPS signal when 
the GPS signal fades.  It will drift...
