What would be involved in making TAI a first-class NTP synchronization
timebase?  (I.e., have my collection of NTP servers passing around TAI
(as well as the usual data.)

Then where should one start the conversation to have the Linux kernel
(be able to) use TAI as its timebase, manage RTCs to measure TAI
intervals, convert logging to TAI, et al...  It would be awesome to
have a logging timebase that is monotonic, uniform, and unique
(contrast UTC with leap seconds -- violating uniformity and
potentially monotonicity -- and DST -- violating monotonicity,
uniformity, and uniqueness).
