Question about internal 'private' servers

Your setup is reasonable.

What does ntpq -p say when pointed at the secondaries?

The minsane says they need 3 servers.  You have 2 primaries so you need 
one from the pool.  Or 3 from the pool if it's not getting time from the 
primaries and that pool only has 2 IP addresses (as seen from here).

Is there anything interesting in syslog?  (grep ntpd)
