There should be an error message in the log file.

One possibility is that you don't have the protections on the file setup right.

There are 2 approaches to using refclocks.  You can open them before dropping 
root, or you can setup the protections on the files so user ntp can open them. 
 If you are using the first approach, you won't be able to reopen them.
