adding a reference clock with ntpq

I'm running ntpsec-1.2.0 on debian 11

Using ntpq interactively, I'm able to use the :config command to

+ add servers (and pools)

+ remove servers and refclocks

but I am not able to add refclocks. I've attempted using the 'refclock' 
configuration with the name of the clock (i.e. pps), as well as using 
the 'server' configuration with the old ip-address (i.e. 127.127.22.0)

Is it just not possible to add reference clocks back after using "unpeer" ?
