Bingo. /etc/ntp.conf contained one line, "includefile 
/etc/ntp.d/ntp.conf". Apparently ntpd was processing that, and then 
scanning /etc/ntp.d again, getting two of everything.
Sounds like removing /etc/ntp.conf, or leaving it emtpy, is the 
solution.
