NMEA refclock

Trying to setup NMEA refclock.  I'm seeing the following error in ntpd.log:

ntpq -p does not change from:
NMEA(0)                                 .GPS.            0 l    -   64    0

+ server pool

*ntp.conf*
server 127.127.20.0 mode 1 prefer
fudge 127.127.20.0 flag1 1 flag2 0  refid GPS

Any insight would be helpful.
