I'm setting up a new ntp server  instead of updating my old server.  using
refclock NMEA) same ntp.conf as old server reach stays 0 and jitter at
1.9531.  RasPi ArchLinux.

$ ntpd -V
ntpd ntpsec-1.1.3+ 2019-04-02T17:26:50Z (git rev 666fa4784)

ntp.conf:
server 127.127.20.0 mode 1 maxpoll 4 iburst prefer
fudge 127.127.20.0 stratum 0 flag1 1 flag2 0 flag3 0 flag4 0  refid GPS0

$ ntpq -p
