ntpleapfetch

Hi Liat,

I was wondering why ntpleapfetch was timing out and i realised that it was because my network policy doesn’t allow ftp.

What i end up doing is replacing LEAPSRC to point towards https://www.ietf.org/timezones/data/leap-seconds.list <https://www.ietf.org/timezones/data/leap-seconds.list>

Is there any discussion to be had about deprecating the ftp call?
