with these in /chroot/ntpd/lib64 things start to operate w.r.t. DNS:

libresolv.so.2  libnss_systemd.so.2  libnss_dns.so.2

libnss_systemd is used by ntpd, but what about libnss_dns? That library 
was added in an attempt to fix things and is now loaded as is libresolv.
