expected use of ntp-conf.d directory

I am setting up ntpsec 0.9.6 on a machine, and I see that the default
configuration file location is still /etc/ntp.conf, but the example
configuration file which includes the snippets does not use
./ntp-conf.d/snippet_name for the includes.
Is the expectation that eventually the default location will become
/etc/ntp-conf.d/ntp.conf, or that the ntpd.service file is modified to add
"-c /etc/ntp-conf.d/ntpd.conf" if you are going to use the example file,
or is that just an error in the example file, and it should have
./ntp-conf.d in front of the snippet names?

I understand I can do it in a couple of different ways, what I would like
to know is the way it is expected to be used and documented in the future
so that if I document some procedures for someone else it will match up
with future ntpsec documentation (assuming I didn't just miss something,
and my question above is actually because of a mismatch in the current
example file vs. documents).
